 FORWARD

 The Oregon Barrel Racing Association has been organized to promote the sport of Barrel Racing throughout the State of Oregon.

 The OBRA publishes a monthly newsletter and maintains a website at www.oregonbarrelracing.com, which contains current information about approved races along with current standings of the Open Class, Novice Classes and 4D class.

 The Oregon Barrel Racing Association is an independent, non-profit organization.  It is a men and women's association for the State of Oregon and Washington.

                   A Non-Profit Organization
Originally Established October 1959

  PURPOSE

  1 - To establish a method of communication and central addresses for the convenience of all members.

2 - To make known to all members, the information concerning dates of barrel races, the year's standings and winners and other particulars in which members are interested.

3 - To establish a point system by which a yearly Oregon State championship Barrel Racer, who is an Oregon or Washington resident, will be named and awarded a suitable prize or prizes.  Points to be awarded at OBRA Approved Barrel Races with the Open Class, Novice Classes and 4D, 5D class to be awarded 20 points for a first place graduating down by 2 points per placing down to 6th place to be awarded 10 points, however, if enough entries in a class determine that more than six places are to be paid, points will be awarded to the extent of the payoff to a maximum of 10 placings.  Novice horses must run in class according to lifetime earnings throughout the year, except at the finals. All points acquired in each 5-D division will count towards their Year End Standings Points

4 - To establish dues, which will be kept by the Secretary-Treasurer. The dues to be used for the association's necessary costs, postage and supplies.  Should a sizeable sum accumulate in the treasury after all necessary expenditures have been paid, it shall be used at the discretion of the Executive Board.  There shall be a minimum of $2,500 left in the account for operating capital.

 BY-LAWS

 1 - Any person becoming a member of the Association shall comply with all of its rules, by-laws, decisions and bound by the same.  Only members in good standings shall be eligible to participate in the activities of the OBRA and shall be eligible to receive any awards or benefits sanctioned by the rules of the OBRA.

2 - It shall be the policy to accept any Oregon or Washington resident man or woman who desires membership.  OBRA does not discriminate against race, creed or religion.  

 3 - Should a member be suspended, he or she will remain so until the Board of Directors sees fit to reinstate him or her.

4 - No member shall refuse any reasonable request to assist the Association, its officers, committees or agents in the proper conduct of the affairs of OBRA.

5 - OBRA barrel races are open to all men or women that care to enter.

6 - Annual membership dues are hereby affixed at $50.00 per fiscal year. $5.00 to receive the newsletter by mail. The Non-Contesting Membership fee affixed at $25.00.  The fee for mailing list only is $20.00. Fiscal year is October 1st through September 30th.  They shall become due and payable on the 1st day of October.  Any member not paid by January 1st shall be dropped from the Board of Directors, Office and Mailing List.

7 - Dues must be paid before receiving points.

8 - WPRA (Women's Professional Rodeo Assoc.) permit and card holders are eligible for membership.

9 - Membership shall not be transferable.

10 - At open barrel races we will only guarantee our own members.  

12 - Non-Contesting Fees.

12a. Non-Contesting memberships are entitled to receive the OBRA newsletter and have voting privileges, yearly fee affixed at $25.00. 

12b. Non-Contesting fees shall not apply toward an OBRA membership.

 MEETINGS

 1 - Meetings shall be held at any designated place, advance notice must be sent to all members.  Efforts are to be made to have the meeting place in a central location. 

2 - Rule changes can be made only at the annual fall meeting with any rule change proposals being submitted in the two newsletters prior to the fall meeting.  Said proposals to be in By-Law format. Changes to be submitted to the President.  Any proposals submitted after publication of the newsletters shall require the general membership vote at the Fall Meeting, as well as a Board vote.

3 - All OBRA meetings will be run in a civil and orderly fashion.  All attempts are to be made to follow the guidelines of “Robert’s Rules of Order”.

  OFFICERS

 1 - Election of officers to be made at the annual fall meeting by the majority present.  Officers will serve for one year, from election date to election date.

2 - The Officers of the OBRA shall be as follows:  President, Vice-President, Secretary-Treasurer, Novice Chairman, Newsletter Editor/Publicity, Awards Chairman, Finals Chairman, and Ways & Means. 

3 - All candidates for all offices must be at least 21 years of age.

4 - The Executive Board consists of the President, Vice-President, Secretary-Treasurer, Chairman of the Board, and Novice Chairman. Executive Board of Directors shall be involved in major decisions.

5 - All members elected to an Executive Board, and board of director’s positions shall have their membership fee waived for the year served.  This shall not include nomination fees.

 DUTIES OF THE OFFICERS

 1 - The President shall preside at all meetings of OBRA and perform duties necessary for the proper administration of OBRA, including sending a race approval packet to each race secretary upon approval of an OBRA race. 

2 - The Vice-President shall be back-up point’s keeper for the Open, Novice and 4D Classes.  In the absence of the President the Vice-President will preside at meetings; compile the yearly progress report and perform duties assigned to her.

3 - The Secretary-Treasurer shall record and keep meeting minutes, keep complete roster of membership and keep records of business transactions.  She will have custody of OBRA funds accounting to the Association at the meetings.  It shall be her responsibility to prepare and have a monthly financial statement in the quarterly newsletter.  She will send the nomination forms onto the Novice Chairman, Vice President within two weeks.

4 - The Novice Chairman will be the primary point’s keeper for the Open, Novice and 4D classes.  She will also send the Newsletter Editor a list of the Open, Novice, and 4D nominations to be published for further verification by the members.

4a. The Novice Chairman is to also maintain an accurate record of lifetime earnings on nominated Novice horses including money won in

non-OBRA races. Forms for submitting non-OBRA money amounts are to be provided to the members.

The chairman is also to notify a member through the /website & monthly Newsletter when the nominated horse moves out of their nominated class.

4b. Open, Novice and 4D nominations are to be submitted by the Novice Chairman for publication in the newsletter/website for further verification by members.  It is the nominee’s responsibility to make sure all information is correct.  Changes must be made within 30 days.   Nominated horses that move out of their nominated class throughout the season are also to be submitted for publication in the newsletter/website.  

5 - The Newsletter Editor shall be in charge of printing and mailing a monthly newsletter.   She will also mail any supplements, which must be published.   A financial statement will be published in a quarterly e-mail for those who do not receive a monthly newsletter.  If the newsletter is contracted out to an outside publication, it is the Newsletter Editor duty to coordinate with the Editor.  There will be a designated web master who will be responsible for our publications on our website. 

5a. At the discretion of the Newsletter Editor, the number of placings, when available, that are awarded points shall be printed in the Race Result Section of the Newsletter.  Any discrepancies are to be brought to the attention of the Vice President or Novice Chairman as soon as possible.

5b. Advertising in the OBRA Newsletter/web site shall be done at a cost based on ad size.  OBRA members shall receive 2 line ads at no cost (Maximum of 4 free ads per year) and any larger ads shall be at half price.  OBRA sponsors shall receive as much free advertising as deemed possible by the newsletter editor. 

5c. Newsletter Editor shall be responsible to keep OBRA activities known to others by sending results of elections, barrel races, OBRA activities, race schedules, etc. to as many publications as possible.  Duties will also include assisting in the advertising for OBRA sponsors and assisting with all aspects of recruiting new members.             

6 – Awards Committee will be responsible for obtaining year-end and final’s weekend awards.

7 - Ways and Means Officer shall be in charge of OBRA fundraisers throughout the year, as well as assist with recruiting new members.  Fundraising projects are to have the advance approval of the Board. Monies generated from these projects to go to the OBRA general account to be used for operation of OBRA and for year-end awards.

 8 - Board of Directors' duties are to work out a yearly point system making contacts necessary for running of the races, and make known to all members the prize donations, dates and other particulars in which members are interested.  They are to see that points are up to date and accurate.

9 - Any Officers in charge of handling funds for a particular division must prepare a financial statement to be printed in the quarterly newsletter along with a statement to be presented at the annual convention.

10 - Officers may be removed at any time with legal cause by a majority vote of the Board of Directors 

11 - Resignation from any office shall be made in writing to the Board of Directors with 30 days notice being given. 

 RULES AND PENALTIES

 1 - If a member is reported for misconduct, one written grievance will be given by the President with the approval of the Vice President and Secretary-Treasurer; then if she is reported again within the same year, a letter will be sent advising her that she is automatically suspended from OBRA.  Before a grievance can be written the member in question must be notified by the President before the Executive Board can act.  

2 - Any complaints, criticisms or suggestions by a member are to be directed to an Officer.  A $25.00 protest fee must be sent in with any protest to cover any phone bills, stamps, etc.  If person being investigated is found guilty he or she is responsible for the $25.00 and the $25.00 will be refunded back to the protesting party. 

3 - After a complaint is filed by 2 persons, complaining party and a witness, that points were awarded at a race not abiding by the rulebook criteria, the Board will investigate with the possibility of the points being revoked.                         

4 - All fines are set at $25.00 and are due 14 days after notification.

 MINOR VIOLATIONS

 1 - First check to be returned for NSF funds must be made good with payment postmarked within 48 hours after notification by the President; along with paying all fees charged to the OBRA for deposit of the NSF check and any other

expenses incurred by the OBRA, Prime Assoc. that OBRA has Co-Approved with or a recipient member or fellow racer.  If within 10 days check is not good a $25.00 fine will be added and the member will be on a cash only basis.  After two NSF checks the member will be suspended for the remainder of the year.  This decision is up to the Board.  Member should be notified by registered mail.  Member responsible for the NSF check, fines or outstanding entry fee will not be allowed to enter any race and points will not count during the period of indebtedness. 

2 - Abuse of horse in view of public - The accusations must be brought in front of the Board by at least two persons, the complaining party and one witness.  If complaint is found to be valid by the Board, a $25.00 fine will be assessed for the first offense.  A second offense will result in suspension. 

3 - Any family member or person representing an OBRA competitor, complaining to show management or Arena Director on behalf of said OBRA member makes that member liable to fine or suspension. Fine not to exceed $25.00.

4 - Pre-Entering Races - If a member pre-enters a race and is going to be unable to attend she needs to give the race secretary a courtesy call.  After three times of drawing out with no courtesy call member will be liable for entry fees on 4th violation.

5 - Member shall pay a fine not to exceed $5.00 payable to the Director, due within 10 days after notice by a Director, who has the final word, for any of the following offenses listed below.  If deemed intentional by the Director, an offense committed more than once can incur a $20.00 fine to be paid by the member in addition to the original $5.00 fine.  Fines collected to be sent to the OBRA Secretary/Treasurer.

                - Quarreling in the arena or on the grounds.

- Talking with flagman or timers while barrel race is in progress.

- Unnecessary training of horse in the arena.

- Failure to abide by clothing regulations and/or dress code.  Dress codes at a  race is determined by the governing association rules.  At all other approved races blue jeans may be worn unless stated in newsletter by race director.

- Losing hat before end of a run where dress code is enforced.

- Working horses on the barrel markers.  Barrels and turning must be at least 15 feet off the marker.

6 - Exceeding more than three circles before a run in any OBRA class, will incur a $10.00 fine.

7 - Fines may be paid to Director or sent to the Secretary-Treasurer.                             

 BARREL RACE APPROVALS & ENTRY FEE SCALE

 1 - Races are subject to the President's approval and must appear in the newsletter or supplement at least 10 working days prior to the race. All area races must be scheduled within 30 days of race. No two races will be scheduled within 120 miles in the same area on the same day.

2 - No sanctioned rodeos will be co-approved.

3 – Approve OBRA races during the week including Open, novice and 4D, 5D  classes with the approval at the discretion of the president.  Races will start no earlier than

5 pm.  With 8 weeknight races per arena and/or producer at the discretion of the President.  Double Header Races shall have a minimum of one hour between races or less if agreed upon by all contestants.  The hour to begin after the end of the last scheduled class as opposed to the last time only run.  *The exception being enough time to work the ground if warranted.  There shall be a maximum of one and one half between; if there is a specific advertised time in the newsletter then the race may not start before that time.

4 - A race cannot be approved unless it can be attended by any OBRA members in good standing.

5 - The State is divided into 2 areas; Area 1 (West), Area 2 (East). Refer to the forward of rulebook for breakdown of the areas by counties.  No two races will be scheduled within 120 miles in the same area, on the same race day Scheduled dates will be on a first come first serve basis.                      

6 - PRIME OBRA Races are to include an Open Class,  $2500 Novice Class,  $1000 Novice Class and 4-D or 5-D class with no more than 5 OBRA classes total and must have  at least two contestants to constitute a race and qualify for points to count in that class.  There will be no Novice Classes offered higher than the $2500 at OBRA races. 

6a. Open Entry fees are a minimum of $32.00, NOT INCLUDING OFFICE CHARGES, with $30.00 going to the jackpot.  

6b. $2500 Novice entry fees are a minimum of $22.00, NOT INCLUDING OFFICE CHARGES, with $20.00 going to the jackpot. The $1000 Novice entry fees are a minimum of  $17.00, NOT INCLUDING OFFICE CHARGES, with $15.00 going to the jackpot.  4-D entry fees are a minimum of $32, NOT INCLUDING OFFICE CHARGES, with $30 going to the jackpot. 

6c. The additional $2.00 in the above entry fees include the $2.00 per run OBRA fee. Office charges are not to exceed $10 per run including the $2 to OBRA.  No insurance fees are to be charged to contestants in a prime race.  OBRA $2.00 per run fee is to be collected in both prime, co-approved and co-sanctioned races.  

6d. Call-ins for all prime OBRA races are to be the Wednesday night before the race, if convenient for the individual taking entries.  Call Backs to be announced if deemed necessary. Call-in entries will be in the draw and will receive a courtesy call should the race be cancelled.  Entries will be taken on the grounds but will not be included in the draw or receive cancellation notification

6e. The Race Secretary at the race is to get the completed race results to the Secretary-Treasurer with Open, Novice classes and 4D $2.00 per run monies and any other membership forms, fees or fines collected within 10 days. The Race Secretary at the race will list all new nominations on race results sheets and fax completed race results of the Open, Novice classes and 4D or 5D to the Web Manager, Novice Chairman and Vice President within 72 hours of race.   Entire race results are to be submitted.  Entire means whole race results-not just a quick list of the top six.  This should also include times.  THIS IS TO BE DONE WITHIN 72 hrs OF THE RACE or a $50.00 fine will be incurred by the Race Secretary; fine to be turned in with the race results.  Noncompliance will result in further race approvals at the discretion of the President.

6f. When offering Time only's prior to races, course must be remarked prior to scheduled classes

6g. Age limited classes are excluded from the $2.00 per run and do not count for points, as they are not open to all members

6h. Prime OBRA races and series must go by the standard OBRA rules.

7 - There will be a $35.00 fee for PRIME race approvals to cover liability insurance on race dates if requested by the race committee.

8 - Any person or committee who puts on a PRIME race is responsible for paying the arena fee.  If it is not paid within 30 days, and responsible party is an OBRA member, all points will be withdrawn, membership revoked and they will not have any more races approved until a $25.00 fine and the arena fee is paid in full.  If responsible party is a non-member, committee or club, they will not be allowed any more races until fine and arena are paid in full.

9 - CO-APPROVED races must include an Open Class, $2500 Novice Class, $1000 Novice Class and 4-D or 5D class with no more than 5 OBRA classes total.   Classes must  than at least  two contestants to constitute a race to acquire OBRA points.    There will be no Novice classes offered higher than the $2500 Novice at OBRA races. 

9a. Entry fees, race rules, payoffs, etc. will be according to the rules of the organization that is having the race.  

9b. In all Co-Approved races the $2.00 per run is to be collected for the OBRA in classes that are eligible for OBRA points and 4D $2.00 per run.  

9c. Age limited classes are excluded from the $2.00 per run and do not count for points, as they are not open to all members.

9d. A copy of the co-approving organization rules must accompany the race approval form.

9e. The Race Secretary at the race is to get the completed race results to the Secretary-Treasurer with Open, Novice classes and 4D $2.00 per run monies and any other membership forms, fees or fines collected within 10 days. The Race Secretary at the race will list all new nominations on race results sheets and fax completed race results of the Open, Novice classes and 4D to the Web Manager, Novice Chairman and Vice President within 72 hours of race.   Entire race results are to be submitted.  Entire means whole race results-not just a quick list of the top six.  This should also include times.  THIS IS TO BE DONE WITHIN 72 hrs OF THE RACE or a $50.00 fine will be incurred by the Race Secretary; fine to be turned in with the race results.  Noncompliance will result in further race approvals at the discretion of the President.

9f. It is to be stated in the OBRA Newsletter prior to the race if the jackpotted monies are significantly lower than the standard OBRA jackpot minimums.  

9g. Organizations putting on a race cannot make a nominated novice horse stay in the class that they nominated for their series.  Novice horses must move up to class according to lifetime winnings as stated in the rulebook.

9h. When offering Time only’s prior to races, course must be remarked prior to scheduled classes.

10. Co-Sanction:  Race producers can elect to co-sanction an OBRA 4D or 5D class.  Any monies won at a co-sanction race will not count towards OBRA monies won just points.  Members must pay an additional $2 to have their race count.  Co-sanction race producers can set own entry fee and rules.

11.  Fundraiser approvals must follow Prime criteria with the exception of:

1. When a fundraiser race is approved it will be advertised as a regular or adjusted payoff.

2. At any fundraiser race, all monies made over and above expenses, (arena fee, eye fee, OBRA $2 fee) OBRA will receive.

3.   No booking of any other races on day of a fundraiser.

4.   A fundraising committee of 2-4 people will be elected at the annual fall meeting to put a fundraiser race on.  The committee will be responsible for locating a good, reliable arena with good ground and putting on this entire race. 

ENTERING AND PAYMENT OF ENTRY FEES

 

1 - Call-ins for Prime OBRA races are to be the Wednesday night before the race if convenient for individual taking entries. Callbacks if necessary shall be at the discretion of the Race Director. 

2 - Call-in entries will be in the draw and will receive a courtesy call should the race be cancelled.  Entries on the grounds will be run after the drawn positions. 

3 -All entry fees must be paid to the race secretary prior to competing. 

4 -Novice horses may enter in a class higher than lifetime earnings, but must enter according to lifetime earnings when entering a novice class to acquire OBRA points.  If there are not enough contestants to constitute a class the contestant must move up to an OBRA prime class (Open, $2500 Novice, $1000 Novice class) or a lower class must move up to make a OBRA prime class. (ex: One contestant in the $500 novice class must move up to the $1000 Novice class. One contestant in the $1000 Novice class with a lower novice class offered, lower novice class must move up to the $1000 Novice class. One contestant in the $1000 novice class and no lower novice classes offered, then contestant must move to $2500 novice. If one contestant in the $2500 novice then they must move to the Open.  If one contestant in the Open, then the $2500 moves to the Open.  With the entry fee remaining that of the larger class that was affected.  A racer may enter an individual horse only once per class. 

6 - Entries taken outside call-in times or draw-outs will not be accepted via answering machines.  Contestant must make direct contact with the individual taking entries.

7 - Once books have closed you cannot turnout with a refund of money unless there is an injury to horse or rider (i.e. bad ground).

8 - Novice horses must enter according to lifetime winnings as of the time of entry into the class; a called-in entry or if entering on the grounds the day of the race.  Ex:  If nominated horse goes over class amount after a called-in entry before race day, the nominated novice horse can still run in the class previously entered.

9- If a contestant entering a race does not know the money won on their horse, then they must run in the Open, (if applicable on rider) or 4D or 5Duntil legitimate proof can be made.

 PAYOFF/POINTS

 1 - The best points from 20 races throughout the year to go towards Finals.  Finals' points to be added to their points for year end awards.

2 - In case of ties, all points will be added and split to go towards the OBRA year end standings.  In case of an individual prize, a run off or flip of the coin shall be held. In tie situations the monies are to be added and split as well.  Any year end ties will be broke by the horse that won the most OBRA money in the top 20 races counted for year end points.

3 - Points in the Open, Novice and 4D  or 5D classes will be awarded as follows:  20 points for a first place graduating down by 2 points per placing down to 6th place to be awarded 10 points.  However, if a payoff on a class exceeds six places, points will be awarded to the extent of the payoff to a maximum of 10 placings.   Points counting towards year-end standings must be acquired in OBRA approved classes by each nominated horse and must be ridden by an OBRA member in good standing in order to receive year end points.  If a nominated Open or novice horse is sold, points will stay with nominated horse and new owner must become a member if she/he elects to compete for points.  

4 - All race result sheets sent by the race secretary to the appropriate officers shall stand as is regarding the horse’s name.  It is the responsibility of the member to make any corrections necessary before the end of the race day or will stand as submitted.

5 - Novice horses may enter in a class higher than lifetime earnings, but must enter class according only to lifetime earnings to acquire OBRA points to go  towards the year-end standings.  If there are not enough contestants to constitute a class the contestant must move up to an OBRA prime class (Open, $2500 Novice, $1000 Novice class) or a lower class must move up to make a OBRA prime class. (ex: one  contestant in the $500 novice class must move up to the $1000 Novice class. One contestant in the $1000 Novice class with a lower novice class offered, lower novice class must move up to the $1000 Novice class.One  contestant in the $1000 novice class and no lower novice classes offered, then contestant(s) must move to $2500 novice.   If one contestant in the $2500 novice then they must move to the Open.  If one  contestant in the Open, then the $2500 moves to the Open.  With the entry fee remaining that of the larger class that was affected.  A racer may enter an individual horse only once per class. 

6 - Contestants are to correct any discrepancies in their posted points or monies within 60 days of the date of the race with the Novice Chairman. 

7 - In all classes, points awarded shall be awarded to each nominated horse and must be ridden by an OBRA member in good standing in order to receive year end points. With the exception to the 4D, 5D since points are based on rider only.

8 - A novice horse earning points in an open class will acquire points for the novice class the horse is nominated in as well as receive points on the horse, if registered, for the open standings.  Under no circumstances are double points to be counted for any one class

9 - No points will be awarded if the contestant runs an off-course (a no-time) OR if a contestant knocks over a barrel.  However, if a barrel is knocked over but the member receives a check, then points will also be awarded. (Excluding the 4D, 5D).

10 - Must pay your $2.00 per run fee in order for points to count on a nominated horse.

11 - For every third contestant a placing is to be paid until 9 places paid and then payoff is to allow last placing to receive winnings at least the amount of their entry fee.

11b. If an error is made on the payout, member and Novice Chairman must be notified immediately and the difference in the winnings is to be returned to the race secretary or amount must be the same amount submitted to the Novice chairman.

 YEAR END

 1. -  Finals are open to any member in good standing that has entered and competed in 8 races throughout the year.  The points from the top 20 races and with the most money throughout the year will go towards the year-end standings.

2 - All points won at the Finals race shall count toward year-end standings.

3 – Must have entered and competed in 8 races to qualify for finals.  A minimum of 5 places or 20% of nominations, whichever is greater, with 8 races, in each division to receive an award.  If the number exceeds 20, 21st place and below are to receive only the standard award unless funds allow more.  This is up to the discretion of the Awards Chairman.  Awards Chairman shall be in charge of the selection and purchase of the novice awards while working closely with the Novice Chairman.

4 - Money collected from the open races will go to that division for year-end awards.  $2500 novice races will go to that division for year-end awards.  Money collected for the $1000 novice races will go to that division for year-end awards.  Should there be other novice classes (such as $50, $100, $250, $350, $700, $1500, etc) these monies will be split 50-50 between the $1000 and $2500 novice divisions

5 - Any member placing in their division standings will receive the standard awards, but must be present at the finals or give notification to the Finals Committee of reason for her absence and with their approval she may receive her awards through a representative at the finals.  If a member does not contact the awards chairman that they will not be present to pick up their award(s) their award will roll down to the next qualifying member.

 FINALS

1 - The finals race is to be the last race of the season, to be held not later than the second weekend of October  OBRA Board will receive bids for the Finals location until November 30th and will be voted on at that time

  Finals are an OBRA race that the finals committee produces, all monies made will go back to OBRA.  The finals committee will be given, as funds allow, a minimum of $1,000 or $.50 per run whichever is greater, to be used for added money and awards at the finals.

2 - Any OBRA member on a nominated horse must have entered and competed in 8 races to compete at the finals.  If said contestant enters and does not compete, she must pay her entry fee; exceptions being as follows;

*Producing two copies of a vet slip.  A copy of this slip must be presented to the Vice President or Finals Chairman before the first go of the Finals.  If not received within this time frame member will be responsible for entry fees.

*Producing a Doctor's release.  Same rules apply to the Doctor's release as the vet slip.  

*A contestant may also draw out after the books are closed at the discretion of the judge or director of the race.

2a - Any member placing in any OBRA class standings will receive the standard awards, but must be present at the finals or give notification to the Finals Committee of reason for her absence and with their approval she may receive her awards through a representative at the finals. 

3 - Points won at the finals will count toward the OBRA Championship Standings.

4 - The Finals Committee has the option on finals weekend to offer jackpotted races open to all OBRA members and nonmembers.  Classes to be offered will be an Open, $2500 Novice, $1000 Novice and 4D or  5D.  If possible, added monies to be obtained to add to the jackpots.  Added money will be counted in the OBRA earnings.

5 - It shall be the responsibility of the Finals Committee that the added purses for both novice divisions are obtained for the finals.  Any OBRA member can assist by getting donations.

6 - There shall be an optional finals short go with monies to be obtained specifically for the short go payoff.  The short go and the number of racers to go to the short go to be determined by the Finals Committee.

7 – Entries will be taken by mail or call ins. An advertised deadline date for monies to be received by the Finals Committee shall be imposed with another call back for verification of monies received.  Late entries will be accepted with a late fee.

8  If a member does not contact the awards chairman that they will not be present to pick up their award(s) their award will roll down to the next qualifying member.

9 - Novice monies won towards lifetime winnings must be reported no later than 10 days before the finals are held.

10 - All points will stand as stated in the OBRA point’s books 10 days before the finals are held.  Any questions or inquiries must be made before this 10-day time frame.  Contestants are to correct any discrepancies in their posted points or monies within 60 days of the date of the race with the Novice Chairman. 

11 - There will be no OBRA race approvals two weeks prior to the finals weekend.

12 - At the finals, Novice horses shall run in their original nominated class.      

13 - If a horse is nominated in a novice class and an open class, if member wishes, she may run in both classes at finals.  But her open run will only be added to her open points and novice run added to novice points.

14.  A 8 and under Pee-Wee class may be offered at finals with a championship buckle.

15.  A Junior class, ages 9-13 yrs of age as of January 1st of that year.  Race Producers will be encourage to include a Jr. Class in their races throughout the season.

 CONTESTANTS

 1 - All barrel racers must be waiting their turn outside the arena and enter when called.  Contestants must run in order drawn.

2 - Running positions must be drawn for by the race secretary and the order reversed for each go-round.  Positions for all go-rounds are to be posted.  If entries are taken on the grounds, these entries are to be placed at the end of the entries that were in the draw and after order is reversed these entries are to be reversed and added at the end.

3 - All contestants are required to read the rules carefully.  Failure to understand rules will not be accepted as an excuse. 

4 - Contestant may see the records of all contestants at the end of each go-round provided the request is at a convenient time for the secretary. 

5 - Upon entering a barrel race, every contestant waives all claims against the show, rodeo or gymkhanas management for any damage to property or injury sustained.

6 - When dress code is in effect members are expected to wear western hats, long sleeve shirts, boots and colored pants or like new jeans. 

CLOVER LEAF BARREL RACE RULES

 1 - Barrel Racing is a timed event, using brightly colored 55 gallon barrels.  No plastic barrels are to be used at Prime races.  

2 - Both ends of the barrel must be closed.

3 - There is to be only one contestant, horse in the arena at a time during the barrel race, any exceptions shall be the decision of the contestants present with the consensus taken by the Race Director. 

4 - The starting gates or gate will remain the same throughout the entire race.

5 - The start/finish line and the position for the barrels must be marked permanently for the entire race. 

6 - If possible and if ground and arena allows, course shall be set square with the arena, not at an angle.

7 - Any time the eye is broken by the runner after their name has been called time will begin.  No restarts unless the runner was interrupted by someone. (ex: such as someone/or something running across the arena.  This to be at the discretion of the race producers.

8 - Contestants will be assessed a five second penalty for each barrel knocked over. Contestants will receive a no time for a knocked down barrel in the 4D or 5D. Touching a barrel is permitted. 

9 - A barrel is considered down if it lies completely on its side. 

10 - May go either right or left barrel first, but must make two left turns and one right or two right turns and one left.

11 - Running start is allowed.  May cross the starting line anywhere between the first two barrels.  Only three circles are permitted in all OBRA classes. Should a contestant exceed this, a $10.00 fine will be incurred with monies going to OBRA Secretary/Treasurer.

12 - Failure to follow the course disqualifies contestant for the go-round and the average. 

13. - If any classes are ran before the Open class, ground must be raked before the start of the Open class.

14. - All novice classes must be ran before the 4Dor  5D class.

RERUNS

 1 - Re-run will be given should a default occur due to race management. 

2 - A re-run shall be made within a reasonable amount of time, not less than 10 minutes later; OR contestant may have the option of running at the end of the class that default occurred.  Any other options shall be at the agreement of both the contestant and the Race Management.

3 - In the re-run situation any penalties will be carried forward.

4 - If electric eye fails, contestant must declare if she wants a re-run before knowing what her back up time is.

GROUND PREPARATION

 1 - Committee should be asked to prepare ground in the arena to be consistent throughout the event.

2 -  If time only’s are ran prior to the start of the race, course must be remarked and raked.

3 - If any classes are ran before the Open class, ground must be raked before the start of the Open class.

 BARREL PATTERN

 1 - If the arena size permits, barrels must be set in standard course.  Standard course is 60 feet (20 yards) score and 90 feet (30 yards) between 1st and 2nd barrels, 105 feet (35 yards) between 1st and 3rd as well as 2nd and 3rd. 

2 - In small arenas it is recommended the pattern be reduced proportionately to a standard barrel pattern. 

3 - Starting line suggested is at least 60 feet (20 yards) from the first two barrels. 

4 - Starting/Finish line must be 45 feet (15 yards) from the chutes or fence; if under this, an opening must be provided and kept clear for girls to run through. 

5 - Distance between barrels and fence or bucking chutes must be at least 15 feet (5 yards). 

6 - Suggestions for Small Arenas:

Score line should be 45 feet (15 yards) from the chute.

Barrels 1 and 2 must be 15 feet (5 yards) from side of the arena.

Barrel 3 must be 30 feet (10 yards) from the back of the arena.

7 - When having a Double Header jackpot, all efforts should be made to run the same size pattern.

  MARKING THE BARRELS

 1 - Person measuring and marking the barrel pattern must give a copy of the measurements to the race secretary when there are more than a single go on the pattern.

2 - If electric timer is used than permanent markers should be set for it.

3 - When setting the barrels on marker, center of the barrel should be positioned over where marker comes out of the ground.

4 - Recommended manner of marking barrels is to use a 2”x 2” stake 1 foot long.  Sharpen one end and bore a 1" hole 3" down from the end.  Put 3 feet of 1" rope

or baling twine through the hole.  Fasten with wire around the top.  Dig a hole and drive the stake into the ground.  Cover with dirt leaving the rope ends sticking out.  Tie bright cloth to the rope end

5 - Measuring to be done at the management's convenience by any Director present or member in good standing.  She must see that the barrels are measured and marked properly.

6 - If time only’s are ran prior to the start of the race, course must be remarked and raked.

 ELECTRIC TIMERS

 1 - Equipment necessary - complete electric timer plus one extra timing clock or stop watch to be operated manually. 

2 - In the instance there is not an electric timer available or the electric timer fails to operate, two (2) watches are to be used, one being designated as the main timer and the other being the backup timer. 

3 - If only one electric timer is used it must be backed up by a flagger who will stand directly behind one timer post in arena. 

4 - Set timer the same height and position each performance and lock legs. 

5 - When OBRA rules take precedence when using an electric eye, if the timer fails on 25% or more contestants, back up times will be used.  Times missed with electric eye will be dropped to 100ths. 

6 - If no electric eye is used and flagman fouls, judge's decision will be final.  Timers and flagman cannot change before a go-round is completed.  Horse's nose shall be flagged both for start and finish.

7 - Timers, flagmen and judges must be acceptable to the majority of the contestants.  Their decision will be final.

 CHAMPIONSHIP STANDINGS

 1 - Contestants must have entered and competed in 8 races to receive a year end award.  A minimum of 5 places or 20% of nominations, whichever is greater, with 8 races, in each division to receive an award.   If it is determined that more than 20 placings are to be given, 21st and below are to only receive the standard award unless funds allow more. This is to be determined by the awards committee. These members will also receive additional awards as donated or allowed by additional monies. Contestant must be present at the finals or give notification to the Finals Committee of the reason for her absence and with their approval she may receive her awards through a representative at the finals. If a member does not contact the awards chairman that they will not be present to pick up their award(s) their award will roll down to the next qualifying member.  Any year-end ties will be broke by the horse that has won the most OBRA money in the top 20 races counted for year end points.

2 - The $1.50 per run of OBRA monies collected throughout the year will be used for year-end awards, $0.50 will go towards finals added money and awards.

3 - A 8 and under Pee-Wee class may be offered at finals with a championship buckle

5 - .  A Junior class, ages 9-13 yrs of age as of January 1st of that year.  Race Producers will be encourage to include a Jr. Class in their races throughout the season.

  SPECIAL AWARDS

1 - Membership will nominate and elect the following and vote at finals:

* Sportsmanship Award - Based on appearance, conduct, cooperativeness and effort put forth in the interest of OBRA.

* Director of the Year - Based on efforts put forth in the interest of OBRA in assisting at OBRA races and co-approved races.

* Horse of the Year - Based on the horse's athletic ability and

versatility during the year.

* Outstanding Service Award - Based on the individual or group who have served the OBRA over and above that which is expected.

 2 - Best Dressed will be voted on at the finals and will be based on the appearance of the horse and rider during the finals.  This award will be voted on by the finals committee.

3 - An individual who receives an award in any of the special awards categories are not eligible for that same award the following year.

 OPEN CLASS      

1 - You must be an OBRA member to nominate a horse.  Open races are open to any person.  Only OBRA members in good standing who are Oregon or Washington residents will be eligible for Open Awards at finals. Only points won in OBRA races that are open to all persons nominated in the Open shall count for points.  Must have entered and competed in 8 races to compete at finals.  

2 - Horses must be nominated before the OBRA race with the person handling the race, who in turn sends the fess and information to the Secretary-Treasurer or one may nominate with the Novice Chairman or Sec/Treasurer prior to the scheduled race by mail. 

3 - A $35.00 nomination fee shall accompany nomination form.  The Novice Chairman will submit the nomination information for publication in the newsletter.  It is the nominee’s responsibility, not the Novice Chairman, to make sure ALL the information is correct.  Changes are to be made within 30 days.

4 - Open points will be accumulated on the nominated horse.

5 - Open horses are eligible for OBRA approved races.

6 - If a contestant runs out of class, in a class lower than her lifetime earnings, her points for that race will be dropped and she will be required to return her winnings and will also forfeit her entry fee.  The payoff will be adjusted accordingly.  

6a. If a contestant nominates a horse out of class, in a class lower than the lifetime earnings, all points will be dropped and winnings returned with the entry fees forfeited.  A $25.00 fine, to go to the year-end awards, must be paid with nomination to the higher novice class according to actual lifetime earnings.

7 – Nominated novice horses that go over $2500 during the year may choose to also nominate for the Open class.  When running in the open class, points will be awarded to the Open class and the novice class nominated for year end awards.  Member must run in the Open class at finals for points to count towards the Open class and run in the novice nominated class for points to count for the novice class nominated in.

 

ROOKIE OF THE YEAR

1 – Must be a 1st year OBRA member with less than $1000 lifetime earnings on the rider.  

2 - Rider must designate on membership application that she is eligible for this class; she must declare her lifetime barrel racing earnings.
